Justification of the need, cost effectiveness and technical feasibility of construction of industrial enterprises should be based on long-term plan of development of the industry, developed by the State Planning Commission usually every five years.
Planning ahead allows you to match the needs of the economy in certain products from the actual production, and provides a rational distribution of industrial production in the country in view of bringing it closer to sources of raw materials, fuel and energy, to the areas of consumption of the finished product.
Forward-planning projects and schemes are regional planning, which develops state planning agencies for the most important economic areas. The main objective of regional planning is to identify the direction of development of the productive forces of the area and its natural resources and complex solution for the most appropriate placement of all types of construction in the area in connection with the prospects for its economic development.
